I have fixed a nocem bug that has apparently been introduced about 10 days ago (by me).

This bug would cause nocem to not work (script would fail). It was due to duplicate functions in nocem.php and newsportal.php, which has now been fixed.

Any unhandled incoming nocem should still be in the queue, and should be processed once the nocem.php file is upgraded.
