The devel branch on Gitlab has been merged with master for 0.9.5

This merge hopefully provides:

-Proper spamassassin integration for incoming and posted articles.
-Log Spam and Ham in spam.log

-Fix some bugs with Tradspool, and better filesystem cleanup with database setup.

-Improve logging to help identify bugs.
-More verbose NNTP responses when POST rejected.

-Fix bug in NoCeM support to handle multiple newsgroups per message properly.

-Improve References handling for articles originating from mailing lists.

-Clean up and standardize use of cookies.

-Add option to allow users to stay logged in for posting (no need to enter password for every post) in sections without Anonymous posting enabled.

-Fix some links for groups with special characters (encode/decode group name).

-Add checking for free disk space and disable spoolnews if below configured space available.

-Improve Duplicate checking and maintaining high watermarks for remote servers.

-Fixed numerous bugs.

Next commits will appear in devel until ready for next merge.
